Why aren't electricity lines underground in Noida? You could call it a case of tunnel vision. The city's outage-prone power distribution network is a product of the lack of foresight in the decades the foundations for its growth as the economic engine of Uttar Pradesh were laid and a coherent strategy for modernisation once planners realised those shortcomings.
